Can a used Mercedes diesel enter Area B in Milan?

Only if its Euro class is still allowed: Area B bans the most polluting classes, and the bans reach newer diesels year by year. Check the Euro class on the Documento Unico against the City of Milan's calendar before buying.

Do electric Mercedes cars pay the bollo in Lombardy?

No, electric cars such as the EQA, EQB or EQE are exempt from the bollo in Lombardy with no end date. Plug-in hybrids such as the A 250 e or C 300 e pay a flat €2.58 per kW.
